Gregory Dukellis

Gregory Dukellis has been a leading construction attorney for over 30 years. As former Chief Legal Officer (and Board member) for some of the nation’s premier construction firms, including MWH Constructors, Inc., Shimmick Construction Company, Inc., as well as General Counsel for AECOM’s Civil Construction Group, Mr. Dukellis uniquely understands the complex legal, financial and operational issues the industry faces. Prior to joining the C-Suite for top construction and engineering firms, Mr. Dukellis was a senior partner with a national construction law firm and served on its board of directors. Greg’s extensive experience allows him to provide the highest level of strategic, legal and risk management advice on the myriad of complex issues major public works stakeholders encounter. Having handled over $1B in affirmative claims and having mediated, arbitrated, litigated and resolved hundreds of matters, Greg knows how to create solutions and solve disputes. He also knows when powerful legal advocacy is strategically required and is a seasoned results driven litigator.

Prior to joining SMTD Law LLP, Greg was ranked by Chambers USA as a leading construction attorney annually from 2009-2016. Greg is known for “extensive expertise in public works projects in California,” and has experience advising on all aspects of public infrastructure, including design-build, P3, CM/CG, progressive design-build, claims management, contractual risk assessment, resolution of claims, corporate governance and complex M&A transactions. Private practice experience includes lead legal counsel for: international contractor on overseas $1B liquefied natural gas plant facing over $100M in liquidated damages; EPC contractor on $1B 1080MW combined cycle power plant; design-build contractor with over $150M in arbitration claims on major PPP toll road project; international contractor on $1B design-build project bid (high speed rail); public works contractor on $50M plus claim against public agency (12 mile underground tunnel/pipeline); public works contractor defending False Claims Act legal action; public works contractor pursuing over $90M in claims against public agency (wastewater treatment facility).

Trial and Appellate Counsel on several of California’s most significant published public works construction decisions, including Dillingham-Ray Wilson v. City of Los Angeles (2010) 182 Cal.App.4th 1396.

Greg is in Southern California but handles matters throughout California and the United States.
